The Budget

I welcome the Chief Secretary to the Welsh Grand Committee. On petrol prices, I very much welcome the timely suspension of the fuel escalator. The Chancellor said that he will watch the oil companies’ pricing like a hawk. Will the Chief Secretary tell me why gas companies are to have a windfall tax, and what studies have the Government made of the impact on gas companies, so that they do not put prices up on domestic fuel heating, which is causing so much anxiety for people throughout the UK?
