The Budget
The hon. Gentleman chunters from a sedentary position. He ought to be aware that the places that I have mentioned are places where everyone has high fuel prices, which I know is true in rural Wales as much as anywhere. However, in order to have a chance of being successful at a European level to deliver the process, we have to be able to present robust evidence to ensure that we get through the state aids approval, and then win support from the Finance Ministers of all 27 European countries. The process that we have to go through is onerous, and we have selected the pilot regimes on the basis that those are areas where we have a strong case and the best chance of winning that support. I am sorry to say that parts of rural Wales do not figure in that policy.
