The Budget
They include planning in particular. If the hon. Gentleman would like me to write to him with some detail on that, I will. If he talks to businesses—particularly those in the construction industry in Wales—he will find that they are very fearful that, because of the change in building regulations, additional burdens put on them by the Welsh Assembly Government will disadvantage them and mean that, when they are making a marginal decision on where to start a construction project, they may start it over the border in England, rather than in Wales.
