The Budget

That may well be the case, but I say to my hon. Friend that I hope that in the course of this period of government or in future years, there will be increased investment and increased money going to Wales. It is in relation to that aspect that we really need to consider reform. However, that is not my point. The point is that Wales has received a lot of public money over the years, yet has not used it to best effect. We need to examine that. I am not one to say that we should have less public money, but I am saying very directly that we need to ensure that when we have public money, we use it well. When I was young, I did not understand what the parable of the talents meant—that we should not necessarily give more money to someone who has not invested it wisely, but give it to someone who has invested wisely.
