My Lords, I do not know whether the noble Lord would like to comment on how precisely that clause differs from his recommendation in his own White Paper, which I quoted to your Lordships’ House earlier. It said: "““There is no reason why any further increase in the authority and effectiveness of the second chamber following elections should undermine the primacy of the House of Commons””."
