If I am fortunate enough to catch your eye, Madam Deputy Speaker, I will return to the internet problem later, because it is serious. I referred to the Council of Europe's budget in the Hemicycle, and suggested that it might be cut, but that word is not in the lexicon. Europe does not understand the possibility of cutting a budget. It only ever talks about an increase. Why are we considering an increase?
