Council of Europe (UK Chairmanship)

The hon. Gentleman is a very dedicated member of the Parliamentary Assembly, and it is a pleasure to work with him. Does he recognise that at the end of the day the judgment goes to the Council of Ministers, and that equally at the end of the day they have no powers of enforcement? I relate that to the point made by my hon. Friend the Member for North Thanet (Mr Gale): nothing can be done, and therein lies one of the problems.
