Autumn Statement

I look forward to meeting the Chancellor over the Prime Minister's broken promise to award an enterprise zone to north Staffordshire. Regarding lending to small business, can the Chancellor confirm that under his loan guarantee scheme, the credit risk will remain with the banks? If so, how will it work in practice given that the banks have been averse to lending and expanding their balance sheets? Furthermore, what safeguards will there be to ensure that they do not largely fatten interest margins and their profits under his scheme?
