I am saying to the hon. Gentleman and the House that over the coming period, we have to assess in a calm and measured way—not in a knee-jerk way, and not on a political timetable—the advantages

of potential action, whether such action can be taken on the basis of legitimacy and international law, and what the consequences would be.
