An independent Review has been established to consider consumer protection measures in relation to online ticket resales and will report by 26 May 2016.

The Government has not made a separate assessment of complaints made to the Citizens Advice Helpline at this time , but the Government is committed to reducing consumer detriment from ticket mis-selling and is supporting an independently-led review of consumer protection measures for ticket re-sale websites. The Government awaits the recommendations of this Review and will report its conclusions to Parliament by 26 May 2016.

The Government advises consumers through Gov.uk to contact the Citizens Advice consumer helpline, which is funded by BIS, on any questions relating to consumer law, including ticket resales. The helpline advises consumers on their rights and remedies and will pass on complaints to Trading Standards where appropriate.
Awareness of the helpline is also raised through national consumer campaigns such as Scams Awareness Month and National Consumer Week which Government supports through the Consumer Protection Partnership. Citizens Advice produces leaflets and other materials informing consumers of their rights and how to look out for scams.

Where there are alleged breaches of legislation, enforcement authorities have powers to take appropriate action. Consumers or their representatives should report any alleged breach through the Citizens Advice consumer helpline who will report substantive breaches to Trading Standards, or to the police, to take enforcement action as appropriate.
The Government has launched an Independent Review of consumer protection measures in relation to ticket resale and online Secondary Ticketing facilities under Professor Waterson, and Contributions and evidence from interested parties are welcome. This review will gather evidence on how well the Consumer Rights Act’s new ticketing provisions and wider consumer protections are working.

The Government announced last week that Professor Michael Waterson has been appointed to chair the independent review of consumer protection measures in the secondary ticket market. The review will look into existing protections for consumers and how tickets come to be available on the secondary market.

It is not possible to give an estimate of the total number of websites that have been shut down with the help of City of London Police. In the financial year 2014-15, 6029 websites were disrupted with the assistance of the City of London Police; and in 2013-14, 2365 websites were disrupted.
Trading Standards have lead responsibility for enforcing the online secondary ticketing provisions of the Consumer Rights Act 2015 and information on interventions in relation to websites is not held centrally.

Trading Standards are the designated enforcers for the ticketing provisions in Chapter 5 of Part 3 of the Consumer Rights Act 2015 and cases of non-compliance should be brought to their attention. Consumers can report the matter through the Citizens Advice consumer helpline (03454 04 05 06) who will pass complaints onto Trading Standards where appropriate.

The Government is finalising the leadership of the Review and its Terms of Reference following input from stakeholders. The All-Party Parliamentary Group will be invited to submit evidence to the Review once the Chair has been appointed and approved the Terms of Reference.
