My Lords, one good thing about the amendment is that I have been able to work with the noble Lord, Lord Clinton-Davis, with all his experience of aviation matters. Again, as I expected, I am disappointed by the Minister’s answer. I am grateful, as I am sure others will be, for the Government’s guarantee to intervene...

My Lords, the problem is the blight envelope. There is no definite site for the runway, so the potential envelope for the development of the airport covers a very wide area. It is not that the houses will be lived in; they could well be demolished. People just do not...

My Lords, I have every sympathy with the noble Lord, and support the amendment. I shall be moving an amendment later, which is in similar vein, about compensation for properties. We had the debate about noise on Report. The noble Lord, Lord Berkeley, repeated some of the arguments when we went to a...

My Lords, I shall repeat the answer. A future Conservative government will be very different from past Conservative governments, in the same way as the current Labour Government are very different from previous Labour governments. We may as well use those arguments all the time. I hope the Minister can give some...

My Lords, I thank the Minister for that comprehensive reply. This issue is rather different. From my local government career, I am very familiar with blight for all sorts of reasons and in relation to all sorts of issues. The area of this airport expansion is enormous—miles by miles. The proposal is...

My Lords, I thank the Minister for that helpful reply. I will analyse it, as I am sure the noble Lord, Lord Carter, will, before Third Reading. We all have the same desire, which is to make this workable for people with disabilities. I beg leave to withdraw the amendment. Amendment, by leave, withdrawn. [Amendment...

My Lords, I thank the Minister for that response. He acknowledged that the situation now is not very good—I think he said that it was imperfect—and he went on to say that we should find an international solution. Obviously we would all like that to happen. But, if it does not happen,...

My Lords, I thank the Minister for that answer. He obviously agreed with all the points that were made. It is just a question of whether we follow the Scandinavian principles by putting this into legislation. We have had several discussions today about the amount of regulation and legislation that we...

I thank the Minister for that reply. As I said in my introduction, we expect major announcements from BAA tomorrow which will obviously have a considerable influence on the way we go forward. Certainly there is some resentment in the airlines. The ones using Heathrow feel that they might be subsidising the...

I thank the noble Lord for his reply, which was much as we expected. I agree that compensation for airports alone should not be addressed. I think we have a problem. I will try and find some international examples so that I can catch the Minister out on another occasion. The cost of a project...

Does the Minister accept that with an airport with a considerable runway, a considerable number of people will lose their homes? Being involved in local government, I agree that there are plenty of road schemes and railway schemes, but, generally, not many people lose their homes. They are often near a...

I add my support to the amendment. I shall move a similar proposal later and think that there is merit in this whole range of amendments about noise. I hope that the Minister can give us some assurances that he has sympathy with them too.

I support the amendments in principle. Opposition Front Benches are often criticised for the detail we insert into our amendments and for wanting too much detail to go into the Bill. I hope that the Minister will never say that to us again because of the amount of detail in these amendments....
