Although these figures incorporate the total publicity/ advertising budget, there was an ongoing campaign during the period in question, the mood/referendum campaign, which culminated with the May 1998 Good Friday Agreement referendum. The criteria used to evaluate the effectiveness of the campaign was the response in voter turnout when compared to other recent votes. For example the average turnout in Northern Ireland constituencies at the May 1997 general election was 67.42 per cent. while the turnout for the referendum was 81 per cent., a 20 per cent. increase. An ongoing assessment of the campaign, which was carried out by the advertising company showed the general public to be very aware of the choices they faced, proving the effectiveness of the campaign itself.

held centrally and could be collated only at disproportionate cost. However, every campaign is measured vigorously against specific communication objectives using pre- and post-campaign research, conducted by independent research companies, to record shifts in awareness, attitudes, knowledge or behaviour among the target audience(s). The Department employs tracking research to monitor these shifts over time and typically conducts telephone surveys of respondents to advertising campaigns to monitor satisfaction with the services offered and actions taken as a result of the campaign. It routinely tests the likely effectiveness of different creative approaches on the target audience(s) through market research, as part of the development of advertising campaigns. Lessons learned from previous campaigns are used to inform future ones.

[142716] Ms Stuart: The Department uses advertising on television and in various other media to inform the wider public about how they are affected by departmental legislation, about the availability of NHS services and also to effect attitudinal change in such fields as smoking and teenage pregnancies. Advertising is also used to support the National Health Service recruitment and retention programme. Each major campaign is rigorously evaluated to ensure maximum effectiveness and value for money. Evaluation criteria are set according to the individual objectives of each campaign (for example awareness of the dangers of smoking and the availability of advice and support to help smokers give up are tracked along with changes in public attitude and behaviour towards smoking), and the results of each evaluation exercise are used to inform further campaign development. Historical data on the individual objectives and evaluation criteria for each campaign can be supplied only at disproportionate cost. [142708] Mr. Stringer: The advertising spend for the Cabinet Office for the years 1997-2000 is listed as follows according to each campaign. Owing to changes in accounting systems the paid advertising figures for 1996-97 have to be recalculated, and I will write to the hon. Member with this information. It is normal practice that the effectiveness of a campaign is only evaluated when the total cost of the campaign is over £250,000, as the cost of the research would otherwise be disproportionate to the total cost of the campaign. Only one of the Cabinet Office campaigns reached this threshold, and the effectiveness criteria were as set out. Assessing the Effectiveness of the Millennium Bug Campaigns The effectiveness of the June and November 1999 publicity campaigns was assessed via an on-going tracking study set up to measure awareness of, and attitudes to, the Millennium Bug. This study ran on a monthly basis through-out 1999 and a nationally representative sample of around 2000 adults aged 16+ were interviewed per month. Using the tracking study we were able to compare pre and post campaign waves of research to assess the effectiveness of each burst of publicity. The campaign was assessed in terms of: recall of publicity prompted recognition of campaign materials advertising communication readership and reactions to the booklet effect on attitudes towards the Bug. [142720] Mr. Lock: There have been two advertising campaigns since 1996 and a third is planned for January 2001. In 1998-99, total spending was £333,253 on a national campaign to develop awareness of the magistracy. Effectiveness was gauged by the number of requests for further information about the magistracy: 15,000 people responded. (This figure cannot be related directly to eventual recruiting of magistrates which is on a regional basis and is also supported by ad hoc locally arranged advertising and publicity.) In 2000-01, the total cost of advertising campaigns and associated publicity will be £4.2 million. A total of £3.45 million will be spent on a rolling campaign of regional and local advertising and other publicity work including door-drop leaflets to raise awareness of the Community Legal Service (CLS) in those areas where CLS Partnerships have been formed. The campaign began when the CLS was launched on 3 April 2000 and is continuing. Effectiveness is gauged by public awareness of the CLS. Market research linked with the campaign indicated that by mid-September 2000 general public awareness had reached 23 per cent. A further £0.5 million is committed to national newspaper advertising for the CLS in February 2001. In January and February 2001, a national newspaper advertising campaign is planned to raise awareness of mediation services in connection with family disputes. This is also linked with the CLS. The cost will be £0.25 million. The effectiveness of the campaign and evaluation of its results will be gauged by the number of requests which result for new information leaflets on family mediation. All figures include VAT, Central Office of Information fees and all associated research, production and distribution charges.

The criteria for assessing the effectiveness of each publicity initiative varies depending on the nature of the policy or service involved, and a judgment on the best means of getting messages to the target audiences.
