The hon. Gentleman is asking me the same question—[Hon. Members: ““Right hon.””] I beg his pardon. The right hon. Gentleman is asking me the same question, through a slightly different prism, that he asked a fortnight ago—that is, how I could vote on something with the Government a few months ago. I think that he has served in government, and he will know that there was a different Secretary of State then. [Interruption.] Just as I, as Secretary of State for Defence, made different judgments from those that the current incumbent will make on some matters— the nature of Cabinet Government is collective responsibility—so I have now reached a new position. I have considered what has been said and, rather than being completely focused on the process whereby we reach decisions—which is a legitimate subject—I hope that the right hon. Gentleman will also be interested in their substance. I am prepared to consider extending the sentence in one of the examples—indeed, I will go further and invite him to discuss the matter with me. I hope that that process will not upset him unduly.

My hon. Friend the Member for Surrey Heath (Michael Gove) made a powerful point about the length of time that the issue has been before the Government and, indeed, the previous Government. Three years have passed since the massive public outcry over the brutal stabbing of the schoolboy Luke Walmsley—I am sure that everyone remembers that. There was a great deal of tough talk from the Government then but little effective has happened since.
Since the Government have been in power, the number of knives in schools has doubled yet the convictions for selling knives to minors—under-16s—run at an average rate of six a year. That is how seriously the issue has been taken. Let me therefore bring the Home Secretary to a practical point about knives, youngsters and schools. When will the Government ensure that all at-risk schools have the resources and facilities to screen all their pupils to ascertain that they are not carrying knives?

First, I take it that the right hon. Gentleman’s response was an acceptance of my invitation to discuss the matter. The public are more interested in that than point scoring about the process.
Secondly, I would not like the House to be misled inadvertently. As I said, with the exception of homicides, the recorded crime statistics do not separately identify all crimes that involve knives and sharp instruments. I therefore took the trouble to examine the incidence of the use of knives in homicides. The figures have stayed roughly the same for the past five or six years—between 29 and 33 per cent. That is around 230 out of 820 homicides. I do not want to give a sensationalist portrayal of the use of knives. Nevertheless, there is great public concern about it and I believe that it should be a cross-party issue, which we ought to discuss with an open agenda to ascertain how we can deal with sentencing. I am more than willing to discuss any related issues, including schools, at the same time.

From January 2004, when the powers to close premises under Section two of the Antisocial Behaviour Act 2003 commenced, until September 2004, 176 premises were closed.From October 2004 to September 2005, 338 premises were closed.

Section 30 of the Anti-social Behaviour Act 2003 provides the police with a power to disperse groups and remove under 16s to their place of residence, within designated areas. The Act also inserted paragraph 4A into Schedule four to the Police Reform Act 2002 to allow designated community support officers to use these powers.These powers came into force on 20 January 2004. From a Home Office data collection exercise, we estimate that 809 areas were designated between January 2004 and June 2005. Police officers and community support officer dispersed 14,375 people from the 293 areas where data was available. They also removed 520 young people under 16 to their place of residence from 236 areas where data was available. We do not hold the information on whether these powers were exercised by police officers or community support officers.

Information from the Home Office Court Proceedings database on the number of defendants prosecuted for contravening a community support officers requirement to surrender liquor and not to consumer liquor, by police force area, is shown in the table.Court statistics for 2005 will be available in autumn 2006. Similar information is not available in respect of police officers.In addition to the aforementioned, information was collected on alcohol confiscations undertaken during the nationwide 2004 summer Alcohol Misuse Enforcement Campaign (AMEC). The campaign started at the beginning of July 2004 and ended at the end of August 2004 and the results were published in a Lessons Learned document. This showed that in total the police confiscated alcohol from 9,677 people. Two-thirds of these (66 per cent.) confiscations were from alcohol exclusion zones or designated areas, and one-third (34 per cent.) were from youths. During a similar shorter two-week Christmas 2004/new year 2005 AMEC the police confiscated alcohol from 1,560 youths and 1,290 adults in a designated area. The following number of Designated Public Places Orders have been introduced: three in 2001; 69 in 2002; 78 in 2003; 92 in 2004; 59 so far in 2005.

Data on convictions for breach of an antisocial behaviour order (ASBO) are currently available from 1 June 2000 to 31 December 2003. Of the 1,892 ASBOs issued during this period, as reported to the Home Office, 42 per cent. of persons (793) breached their ASBO on one or more occasions. Of these, 49 per cent. were juveniles (392) and 51 per cent. were adults (401).

During the period 1 June 2000 to 31 December 2003 a total of 1,892 antisocial behaviour orders (ASBOs) were issued within England and Wales. Of those issued 793 individuals breached their ASBO over this period.The table counts all breach occasions during this period. The total given for this is 2,053 and represents breaches by those 793 individuals, indicating that those individuals breached more than once.

Information on the proportion of people subject to deportation orders who were successfully deported is not available, as persons
who received deportation orders in a period are not necessarily deported in the same period. Data on the number of persons removed
from the United Kingdom as a result of deportation action are shown in table 1.
Deportations are a specific subset of removals alongside persons subject to administrative removal or removal due to illegal entry
action.

David Davis: To ask the Secretary of State for the Home Department how many persons were recalled to custody having been released on
home detention curfew in (a) each of the last 12 months and (b) each of the last five years. [203516]
Paul Goggins: Prisoners who are subject to the Home Detention Curfew scheme can have their licences revoked under the powers
available to the Secretary of State provided in sections 38A(1) and 39 of the Criminal Justice Act 1991. The reasons for revocation
are as follows: breach of the curfew (section 38A(1 )(a) of the Criminal Justice Act 1991) the prisoner has not breached the curfew,
but whereabouts could no longer be electronically monitored--invariably because of a loss of address (section 38A(1 )(b) of the
Criminal Justice Act 1991) it was necessary to protect the public from serious harm (section 38A(1)(c) of the Criminal Justice Act
1991) the curfewee had committed an offence or breached any other requirement of probation supervision (section 39 of the Criminal
Justice Act 1991). Curfewees who are charged with a new offence may also be recalled on any of the preceding grounds depending upon
the circumstances of the case.
The table gives a breakdown of the number of prisoners who have been recalled to prison while subject to the Home Detention Curfew
scheme over the past five years and a monthly breakdown for the past 12 months. The total figure is broken down into the various
categories of recall as set out previously and includes those prisoners who have not breached the conditions of their licence, but
whose whereabouts can no longer be electronically monitored following a change in their circumstances.
The increase in the number of recalls is an expected consequence of expanding the Home Detention Curfew scheme. Of the 100,345
prisoners placed on the scheme since January 1999, a total of 8,698 have had their licences revoked, which represents 8.7 per
cent. of the total.
These statistics are based on information recorded on the central Prison Service IT system at week ending 24 October 2004.
Further updates and amendments may be made to records on this system in future, resulting in revised figures.

David Davis: To ask the Secretary of State for the Home Department what checks are undertaken by Work Permits (UK) to ensure that
people whose work permits have expired leave the country. [166552]
Mr. Browne: Work Permits (UK) conducts post-issue checks, including visits to employers' premises in order to ensure that work
permit holders are employed for the purpose for which the permit was issues on an intelligence led basis. Where it comes to light
that a work permit holder has worked or stayed beyond the expiry of their work permit it is able to take enforcement action,
including removal. Work Permits (UK) also operates an Intelligence Team who are responsible for investigating alleged work permit
offences alongside enforcement officers in the Immigration Service and the National Crime Squad.
