All twenty-two Atlas C1 aircrafts can be fitted with the Static Line delivery system for deploying parachute infantry at scale in a low-level static line configuration. They can also employ specialist military freefall parachuting and air dispatch of associated equipment.

The Strategic Defence Review (SDR) considered all aspects of Defence, including military parachuting capabilities. The SDR recommended that airborne parachute capability and capacity should remain focused on specialists and a single battalion group. The Government accepted the recommendations of the SDR in full and will publish the Defence Investment Plan as soon as possible to set out the plan for its implementation.

From 1 January 2016 to 31 December 2023, a total of 527 Service personnel sustained injuries from parachuting. Of these:
- 143 had broken bones (fractures)
- 1 had a respiratory illness
- 382 had other injuries
There was one fatality as a result of parachuting in 2021.
This information was drawn from a number of databases and relied on manual data extraction based on specific search terms.
The type of injury was identified from a number of different variables in the data including the free text narrative of the description of the incident. The MOD Health and Safety systems are not medical databases and do not contain clinical diagnoses. The databases are also live and therefore information is subject to change or revisions. As a result, there is a risk of inconsistency with the data, and the returns may not be exhaustive.
Any records that did not contain one of the search terms used has been categorised as ‘other’. These are reported conditions including but not limited to sprains, pain, bruising and lacerations.

From 1 January 2016 to 31 December 2023, a total of 527 Srvice personnel sustained injuries from parachuting. This has been broken down per year in Table 1 below.
To compile this information, a search was performed on Ministry of Defence (MOD) Health and Safety datasets. MOD safety systems are live databases and can be updated and have additional information recorded throughout an investigation. Records can also be removed if identified as duplicates. Therefore, figures are subject to change and revisions.

The generation of evidence to support an initial clearance for the Low Level Parachute on Atlas is complete. However, a parachuting incident experienced by one of the Partner Nations has required mitigating action to be taken across the programme on safety grounds. Swift collaboration across the international programme has produced a minor modification for the aircraft but revised the transfer of the initial capability to the Front Line until September 2023. The full clearance of Low Level Parachute capability remains planned for January 2024.

The A400M Capability Programme has successfully accelerated the estimated delivery dates for all parachuting activity. The Atlas can already air-drop a range of supplies and equipment and is planned to have a high altitude parachuting capability before the C-130J Hercules goes out of service, with a low-level parachuting capability shortly thereafter.

The existing French accreditation for their EPC (Ensemble de Parachutage du Combattant) parachute is based on Airbus trials for A400M Simultaneous Side Door exit, using French equipment and techniques. This foundation certification is the baseline from which the UK, and the other nations, must undertake further trials to account for its own regulations, equipment and standards. The Airbus certification for A400M High Altitude tailgate parachuting was achieved by using UK test teams, equipment and procedures and so other nations, including France, will have to clear their equipment before employing this capability. This approach has simplified the process of approving new parachuting capabilities for use on UK A400M.

The original A400M specification included the requirements to dispatch troops via static line at low and high altitude and freefall from high altitude from both the rear parachute side doors and cargo ramp. Trials have demonstrated that A400M can safely dispatch parachutists via the cargo ramp and using a single side door. At this time that capability has not been used by the UK. Airbus have demonstrated a technical solution to the well-publicised technical challenges of dispatching parachutists simultaneously from both side doors, which is under-going evaluation through the ongoing contracted Airbus development programme.

There was no requirement for changes to Tornado parachute training after the introduction of the GQ 5000 parachute in 2010 as it had no effect on the drills completed by the individual upon ejection. The aircrew involved in the Moray Firth accident were up to date with their parachute training at the time of the accident.

Tornado aircrew are required to undertake a range of parachute training, including parachute flight and landing drills. Training covers canopy handling, safe landing procedures, actions to be carried out when bailing out over water, the effects of drift, parachute dragging on the ground and in water, and harness release. This training should be undertaken every two years, and has not changed since 2012.

For the period 1 April 2015 to 31 March 2016 Defence Statistics identifed 94 recorded occurrences of UK Armed Forces personnel being injured in parachuting incidents.
During this time period there was, in addition, one recorded death of a UK Armed Forces person as a result of a parachuting accident.

Subsequent reviews of the capability requirement have reaffirmed the SDSR 2010 position, with no necessity for an interim policy review prior to SDSR 2015 identified.
