The Military Aviation Authority has certified aerial delivery of certain categories of cargo on the ATLAS C Mk1.
Aerial delivery of personnel has not currently been certified, however, trials to support this activity are planned.

I am withholding information about the numbers who have completed parachute training and those who have not qualified as military parachutists as disclosure would, or would be likely to, prejudice the capability, effectiveness or security of the Armed Forces.

The government’s overarching policy on airspace change is set out in the Air Navigation Directions 2017 and reflected in the Civil Aviation Authority’s CAP1616 airspace change process.
The Directions were amended in October 2019 to help support general aviation in the UK, and a further amendment to provide additional assistance is due shortly.
The objective is for the UK to be the best place in the world to undertake general aviation-related activities in order to inspire the next generation of pilots, engineers and designers, and an appropriate airspace change process is crucial to ensuring this.

The original A400M specification included the requirements to dispatch troops via static line at low and high altitude and freefall from high altitude from both the rear parachute side doors and cargo ramp. Trials have demonstrated that A400M can safely dispatch parachutists via the cargo ramp and using a single side door. At this time that capability has not been used by the UK. Airbus have demonstrated a technical solution to the well-publicised technical challenges of dispatching parachutists simultaneously from both side doors, which is under-going evaluation through the ongoing contracted Airbus development programme.

There was no requirement for changes to Tornado parachute training after the introduction of the GQ 5000 parachute in 2010 as it had no effect on the drills completed by the individual upon ejection. The aircrew involved in the Moray Firth accident were up to date with their parachute training at the time of the accident.

Tornado aircrew are required to undertake a range of parachute training, including parachute flight and landing drills. Training covers canopy handling, safe landing procedures, actions to be carried out when bailing out over water, the effects of drift, parachute dragging on the ground and in water, and harness release. This training should be undertaken every two years, and has not changed since 2012.

For the period 1 April 2015 to 31 March 2016 Defence Statistics identifed 94 recorded occurrences of UK Armed Forces personnel being injured in parachuting incidents.
During this time period there was, in addition, one recorded death of a UK Armed Forces person as a result of a parachuting accident.
The safety Service Inquiry Report into this tragic accident has been published and is in the public domain. It can be found on www.gov.uk.
Figures are for UK Service personnel (Regular and 'on duty' Reservist) excluding civilians and cadets, and represent incidents occurring in the UK and abroad.

Part qualified personnel are those who have completed 90 per cent of the course and are therefore considered to be Limited Combat Ready. Unqualified personnel will have successfully completed the Pre-Parachute Selection process and await upload to parachute training.

[holding answer 6 June 2013]: The requirement for a parachute capability was assessed and articulated within the Strategic Defence and Security Review (SDSR) October 2010—Securing Britain in an Age of Uncertainty, Strategic Defence and Security Review Land Forces, (page 24). Subsequent reviews of the capability requirement have reaffirmed the SDSR 2010 position, with no necessity for an interim policy review prior to SDSR 2015 identified.
