That this House condemns Opposition plans to withdraw child benefit from young people in further education on their sixteenth birthday to fund further public spending; notes that this would cut the income of a family with one child in further education by ??560 a year, equivalent to a rise of five pence in the basic rate of income tax for a family on average earnings; recognises that child benefit is in origin a tax rebate and to remove it without reducing taxes, as Labour plan, would make the United Kingdom the only country in the European Union which did not recognise in either the tax or benefit systems the cost of raising children; welcomes the rise in further education brought about by the Government, so that even of the children of unskilled parents, over half now remain in further education at 16 years compared with only 20 per cent. under the last Labour Government; and congratulates the Government on fulfilling its manifesto pledge to pay child benefit for all children and to uprate it in line with inflation.

That this House, believing that it is wrong to make people pay more tax to save fuel than to use it and believing that actions to improve efficiency exceptionally combine social, economic, environmental and job recreation benefits, welcomes the Paymaster General's statement that he takes energy efficiency seriously, and his commitment that Government will work to improve the way in which energy is used in Britain and will find out before the next Budget what needs to be done to impove energy efficiency in the United Kingdom; urges once again a reduction from 17.5 per cent. to 8 per cent. in the value added tax rate on all energy saving materials, a rate equal to the 8 per cent. value added tax on domestic fuel, thereby restoring a level tax field to energy and environmental policies; urges increased funding for the home energy efficiency scheme to restore the 31 per cent. reduction announced last November and to maintain the full value of that scheme for all elderly people into the future; and furthermore urges the Government to seek out other innovative ways to encourage energy efficiency and to support the efforts of others to implement energy efficiency schemes.
