That this House pays tribute to the work of the East Kilbride Residents Federation and East Kilbride District Council in achieving an 86.7 per cent. ballot return of the 7,980 Development Corporation tenants eligible to vote on the transfer of Development Corporation housing stock to alternative landlords; and congratulates those tenants in their near-unanimous decision to choose East Kilbride District Council as their new landlord on the wind up of East Kilbride Development Corporation.

That this House congratulates the unions and workforce at the Rolls Royce Engineering Research and Development facility at East Kilbride for their determined efforts to save the 600 jobs at the plant; regrets the failure of the Secretary of State for Scotland and his Ministers to give support to the campaign to save the jobs; and condemns the actions of the Board of Rolls Royce in proceeding with the closure plans knowing that their actions will prove deeply damaging to the aerospace and engineering sector of the Scottish economy. (Relevant registered interest declared).

That this House views the announcement that Rolls-Royce Board members have received 27 per cent. pay increases as a further example of corporate greed; believes such an award to be ill-judged and unjustified since it follows a programme of plant closures and contractions throughout the company's operations in the United Kingdom resulting in the loss of thousands of highly-skilled engineering jobs and at a time when below inflation pay increases are being imposed on Rolls-Royce employees; calls upon the board to exercise restraint in the remuneration awards given to board members; and to reverse its damaging plant closure programme, particularly the decision to close the engine design and engineering support facility at East Kilbride which, if implemented, will significantly undermine the research and development base of aero-engine design within the United Kingdom aerospace sector.

That this House, whilst fully supporting the principle that absent parents should provide adequate financial support for the children of failed relationships, is deeply concerned that the Child Support Act 1991 is failing both parents and children; notes that many children cared for by a single parent are now far worse off financially due to subsequent cuts in income support and family credit when maintenance orders are taken into account; believes the Act is designed to support the Treasury rather than the child; and urges the Government to conduct a fundamental review of the Child Support Act to ensure that its provisions benefit and enhance the quality of life for all children, particularly those living in single parent families.

That this House records its appreciation of the work done by the staff of East Kilbride Development Corporation in helping to make East Kilbride a highly successful new town and in their whole-hearted efforts to ensure that the winding-up of the development corporation is achieved with the minimum of disruption to the on-going economic development of the area; and calls upon the Secretary of State for Scotland to honour in full the practice of payment of one year's salary in lieu of notice agreed between the Scottish Office and East Kilbride Development Corporation in 1989 when he was the Minister of State responsible for the Scottish New Towns.

That this House expresses its extreme concern at the way in which the industrial and commercial assets of the Scottish New Towns are being disposed of under direction of the Scottish Office and without regard to the economic well-being of the new towns and the wider economic interest of Scotland; and considers the recent disposal by East Kilbride Development Corporation of the Newston industrial estate to a London-based property development company, Ashtenne Ltd., which within a few days of purchase proceeded to sell-off for profit parts of the estate to another London-based company Audit Glen Ltd., to be against the public interest and the interests of those companies which occupy premises on the estate.

That this House condemns the views expressed by the spokesperson of the Scottish National Party, the honourable Member for Angus East, that his party is prepared to sanction 'sabotage' which could mean everything from turning a tap off to blowing a pipe right up in pursuit of their aims; and considers such language to be inflammatory and show the Scottish National Party to be a party which is prepared to renounce democratic means to achieve its separatist objectives.

That this House expresses its extreme concern at the Government's decision announced to the staff and unions at AEA Technology at 12 noon, Wednesday, 18th November, that the Government intends to withdraw from the European Fast Reactor Programme resulting in the loss of 400 scientific, engineering and support jobs in plants at Dounreay, Risley and elsewhere; considers that this decision will cause untold damage to Britain's technological capability and international standing by reneging on its commitments; and considers that this decision pre-empts the Government's review of energy policy which the Government was instructed to undertake by resolution of the House and shows again the Government's contempt for a proper and meaningful review of this country's energy needs.

That this House notes with concern the recently published report of Her Majesty's Inspectorate of Constabulary on Strathclyde Police which highlights 'the most unfortunate position that the people of Strathclyde find themselves in compared with other regions throughout the United Kingdom in terms of the lack of additional officers being recruited to deal with increased demands' and draws attention to the stark contrast between members of Strathclyde Police and of other forces throughout the country in terms of work load which has an obvious impact on the quality of service which can be provided; recognises that this disgraceful state of affairs largely exists because of 'external constraints' on the police authority; and calls upon the Government to provide sufficient resources to the Police Authority to enable the police to carry out their essential role of tackling crime and protecting citizens within the Region.

That this House congratulates the Channel 4 programme Scottish Eye, and its presenter Jimmy Reid for highlighting the alarming number of deaths in Scotland caused by asbestosis (mesothelioma) and the inadequacies of existing Scottish law which fails to provide for a proper process of compensation claims by victims of the illness and their families; and calls upon the Secretary of State for Scotland to bring forward as a matter of urgency and before the general election the necessary legislation approved by the Scottish Law Commission to allow families and victims of asbestosis to claim compensation for the loss sustained as a result of the illness.
