The Leeds Station Sustainable Travel Gateway is a scheme within the West Yorkshire Combined Authority’s (WYCA’s) City Region Sustainable Transport Settlement (CRSTS). I am pleased that WYCA is using its £830 million CRSTS allocation to invest in local transport priorities, and we will continue supporting improvements to local transport, providing WYCA with an additional £2.1 billion Transport for City Regions (TCR) settlement for 2027–32.
I agree that timely delivery is important so that passengers at Leeds Station benefit from the improvements as soon as possible. CRSTS and TCR are designed to give Mayoral Combined Authorities the flexibility to plan and deliver long‑term transport programmes. It is therefore for WYCA, working with Leeds City Council, to set timelines, manage funding, and deliver the Leeds Station Gateway scheme.
That this House acknowledges that Leeds is one of the UK’s busiest railway stations, with nearly 25 million passengers travelling to and from the station in 2023-24; recognises the vital role that ticket offices play for passengers, including ensuring they get the best value ticket for their journey, providing high quality advice and journey planning information, and providing a full range of fares and services, many of which are not available online or via Ticket Vending Machines; further recognises that the importance of ticket offices was exemplified by the unprecedented public opposition to plans to close around 1,000 ticket offices in 2023; notes with concern reports that there are seven longstanding unfilled vacancies at the ticket office which has caused the ticket office to be understaffed, leaving around 25 shifts a week uncovered; further notes that this understaffing is having a detrimental impact on passengers and the existing staff working in the ticket office; recalls that the terms of the Memorandum of Understanding signed by the Department for Transport-managed train operators and the National Union of Rail, Maritime and Transport Workers (RMT) in November 2023 provided for any recruitment freezes to be lifted and vacancies filled; understands that Leeds station ticket office is managed by Northern Trains Ltd, which is owned by the Government; and therefore calls on the Government to ensure that all unfilled vacancies at Leeds ticket office are permanently filled as a matter of urgency.

To ask the Secretary of State for Transport, with reference to the Answer of 19 June 2023 to Question 189285 on Leeds Station, what recent assessment he has made of the adequacy of capacity at Leeds railway station.
Further to my answer of 19th June, design work on the Leeds Existing Station Programme (LESP) is ongoing and an updated assessment of passenger capacity issues at Leeds Station will be included within the scheme’s Full Business Case, due for submission by the end of 2024.

Leeds is one of the busiest stations in the North of England and a key regional hub, with c30m passengers using it each year. It is also one of the UK’s most congested rail centres and regularly suffers from overcrowding.
In February 2023, the Department approved £36.4m of funding for Network Rail to complete detailed design work on the Leeds Existing Station Programme (LESP), which aims to resolve critical station capacity issues and build resilience to accommodate future rail programmes. We expect to receive a Full Business Case for the scheme by the end of 2024.
The Department is also working with Network Rail to increase capacity at Leeds Station through a Leeds Area Improvement Programme. This is a rolling programme involving platform, track, and signalling infrastructure that will further increase capacity, resilience and performance for the benefit of the overall passenger service.
To ask the Secretary of State for Transport, what his timeframe is for publishing the terms of reference for the Integrated Rail Plan study into (a) how to bring HS2 trains to Leeds from East Midlands Parkway and (b) capacity at Leeds station.
To ask the Secretary of State for Transport, what his timeframe is for publishing the terms of reference for the Integrated Rail Plan study into (a) how to bring HS2 trains to Leeds from East Midlands Parkway and (b) capacity at Leeds station.
We will set out the Terms of Reference for the studies set out in the IRP shortly. We will continue to liaise closely with West Yorkshire Combined Authority and Leeds City Council in the meantime.

That this House notes that Leeds train station is already the busiest station in the North of England serving over 31 million passengers a year; further notes that Leeds station’s peak usage will increase by 49 per cent by 2023, making it busier than King’s Cross Station is now; supports plans to re-develop Leeds station to accommodate HS2 Phase2b and Northern Powerhouse Rail and improve connectivity for millions of people across Yorkshire, the North and the UK; considers that this is critical to the projected growth for Leeds City Region which is set to double in the next 25 years, generating a significant economic boost to towns and communities across the North; and therefore calls on the Government to support the strong economic and business case made for the Leeds Integrated Station Masterplan which will not only transform Leeds station but also help unlock the North’s full growth potential.

My Lords, there is a slight glimmer of hope for the A1 north of Newcastle. We are considering whether it should be part of the strategic road network. However, this does not mean that it will be dualled any time soon.

My Lords, I thank the noble Lord for his contribution. By definition, a trolleybus is electrically driven and therefore has zero emissions at the point of use, which makes it a very attractive project. I look forward to researching this project, just out of interest on my part.
