The National Apprenticeship Service is not an organisation in its own right, but is a service delivery brand operated by the Skills Funding Agency (SFA). The SFA, as the funder of post 16 education and training in England, has the responsibility for the funding of apprenticeships in England. Any organisation in receipt of SFA funds to deliver apprenticeships is required to comply with the associated Funding Rules which detail compliance for the apprenticeship programme as referenced in the Deregulation Bill of 2015.

There were 89,370 recorded visits to the Find an Apprenticeship Training Organisation1 web page between April 2013 and May 2014. This counts the number of visits to the page not the number of individuals who visit.

The National Apprenticeship Service offers a free recruitment service via its online apprenticeship vacancies website and this is used by individuals to enable them to search and apply for apprenticeship vacancies and traineeship opportunities and by employers to enable them to advertise their vacancies and opportunities.
For the period 1 August 2013 to 28 February 2014, there were 341,230 activated candidates on the Apprenticeship Vacancies system. Candidates made over one million applications. During the same period 85,020 apprenticeship vacancies and a further 2,970 traineeship opportunities were advertised through the Apprenticeship Vacancies system.

Between the period 1 August 2013 and 28 February 2014 there have been 22,050 employers who have advertised vacancies through the apprenticeship vacancies online system. All employers who advertise their apprenticeship vacancies through the National Apprenticeship Service online recruitment service either have a contract directly with the Skills Funding Agency (SFA) or they are linked with a training provider who has a current SFA contract before a vacancy is advertised.

The Skills Funding Agency (SFA) currently holds a Memorandum of Terms of Occupation (MOTO) for our office space at 12 Princes Dock, Princes Parade, Liverpool. The leaseholder of this space is the Charity Commission.
The MOTO permits the SFA to use and occupy this space from 1 December 2011 to 17 May 2015, or until ended by either party by giving notice of one year.
As the lease expires, or opportunities present themselves, the SFA may review alternative options.

The NAS was integrated into the Skills Funding Agency (SFA) on 1 April 2013 from which point the delivery of the NAS has been a function of the wider SFA. Information for 2013-14 will be included in our Annual Report and Accounts for 2013-14 which is due to be published in June 2014.
An interim figure is available per the hard close accounts at 31 December 2013 but this information is subject to audit. We can include this as an unaudited average FTE.

Learning providers and awarding organisations have specific duties under the Equality Act. Part 9 of the Act sets out the proceedings that can be brought and the remedies that can be awarded in the event of any breach.
The next Skills Funding Statement will include a statement to remind training providers of their Equality Act duties. Awarding organisations are also liable to enforcement action by Ofqual if they fail to comply with formal regulatory requirements over equality.
Ofqual has been working with awarding organisations and disability groups including the British Dyslexia Association to address current problems with the incompatibility of some assessment products with assistive technology.
Guidance on reasonable adjustments is available from awarding organisations; many use the comprehensive guidance produced by the Joint Council for Qualifications. Ofqual is responsible for regulating qualifications.
Apprentices with learning difficulties or disabilities who did not pass a Key Skills qualification are already able to take a Functional Skills qualification. We have made arrangements for the Apprenticeship Certification Authority, FISSS to award an apprenticeship certificate when candidates in these circumstances achieve the relevant Functional Skills qualification(s) even if they completed the other parts of the apprenticeship some time earlier.
Full funding for study towards Functional Skills qualifications is available for adults who do not already have level 2 qualifications in English and maths. Individuals should contact their local college or training provider to enquire about eligibility for funding and enrolling on a functional skills course.
We are working with Ofqual to ensure that there is good information for candidates about complaints, retakes and appeals, including material on the appropriate websites. We are commissioning advice for disabled apprentices on reasonable adjustments, including assistive technology; this will be published on the National Apprenticeship Service website.
