That this House congratulates BBC Today reporter Andy Hosken on his book, Nothing Like a Dame, recounting the story of Dame Shirley Porter's regime at Westminster City Council; is reminded of the appalling consequences of her reign of terror, including the 15 pence sale of cemeteries, Homes for Votes gerrymandering, the placing of homeless families in asbestos-ridden tower blocks, the distribution of the whole of the Council's resources to her key ward strategy, and the attempted cover-ups, all exposed by John Magill, District Auditor; notes Mr Hosken's finding, that Porter's alleged achievements leading to the honour of DBE were the illusory product of public relations rather than genuine services delivery; further notes Porter's strenuous effort to avoid paying her liabilities; remembers the consistent failure of the Conservative Party to apologise for her illegal policies and the harm caused; and calls upon the Government to recommend to Her Majesty the Queen, that the honour of DBE should be withdrawn, it having been awarded under false pretences, and representing an affront to those whose public service genuinely merits such recognition.

That this House expresses its appreciation of the work done by Westminster City councillor Paul Dimoldenberg over the past 15 years in ensuring the exposure of the Homes for Votes scandal, resulting in the ??42 million surcharge of the former Conservative leader Dame Shirley Porter and former Deputy Leader David Weeks; notes that the Council had failed to collect any part of the surcharge by the summer of 2003, 18 months after the House of Lords upheld the District Auditor's decision to surcharge Dame Shirley; notes furthermore that substantial sums of money subsequently recovered by Westminster towards the surcharge were located in the immediate aftermath of a BBC news story assisted by Councillor Dimoldenberg, leading to a settlement which has to date resulted in the repayment of ??12.3 million; expresses its incredulity at the decision of the Standards Board to uphold a complaint made against Councillor Dimoldenberg by Westminster Council for his part in the BBC's investigation into Dame Shirley's finances which may result in his disqualification or suspension from the office; and believes that it should be the role of the Standards Board and others to defend whistleblowers who are clearly acting in the public interest, as has clearly been the case with Councillor Dimoldenberg.

That this House notes that Dame Shirley Porter's debt to the people of Westminster arising from her disgraceful role in the Homes for Votes gerrymandering scandal is now approaching ??40 million; notes the long overdue decision of Westminster City Council to freeze the offshore trusts under her control as a first step to recovering the debt; calls upon the Conservative Party to meet their long overdue pledge to condemn her behaviour; believes that Dame Shirley Porter, awarded the DBE for her service to local government, is unworthy of this honour which should be forfeited; and calls on the Prime Minister to recommend to Her Majesty the Queen that Dame Shirley should be stripped of this honour without further delay.

That this House notes that in December 2001 the Law Lords delivered a unanimous judgement that Dame Shirley Porter and David Weeks, two Conservative ex-leaders of Westminster City Council, were guilty of 'deliberate, blatant and dishonest abuse of public power' amounting to 'political corruption'; further notes that on 30th May 2003 the European Court of Human Rights rejected Dame Shirley Porter's appeal as 'manifestly ill-founded' and 'inadmissible', and that there is now no further legal recourse available to her; further notes that she is liable for a surcharge which, with interest, totals in excess of ??37 million towards which she has so far contributed ??3,000 and a gold-plated toilet seat; recalls the numerous undertakings given to the House by Conservative ministers of the day that, once the judicial process had been exhausted and the charges of gerrymandering upheld, they would condemn the perpetrators; in particular recalls the assurance of the Right honourable Member for Chingford and Woodford Green that they 'must be subject to the due process of law and that if they are found guilty they should be sanctioned accordingly' 14th May 1996, Official Report, column 849; and calls on the Right honourable Member unequivocally and without further delay to fulfil his pledge and do what no senior Conservative has done to date by apologising publicly for the crimes committed in his party's name and, should she remain a member, expel Dame Shirley Porter from the Conservative Party.
