The Government recognises the seriousness of odometer fraud. While it is not mandatory to record mileage every time a vehicle is serviced, it is recorded as part of the annual MOT test. In order to reduce the ease of fraud, the Driver and Vehicle Standards Agency (DVSA) has made MOT data far more transparent online through the open publishing of MOT history data, including odometer readings. This makes it far easier for consumers to detect potential mileage fraud. The Department for Transport continues to work closely with the DVSA in considering whether further changes to the vehicle testing system might reduce the risk of fraud and improve outcomes for motorists and the public.

There is currently no legal requirement for a registered keeper to supply the Driver and Vehicle Licensing Agency (DVLA) with mileage data. If the keeper chooses to provide mileage data to the DVLA, it is recorded in good faith. This data is then provided to vehicle data companies who may make further checks as to its accuracy.
Mileage data is also recorded by the Driver and Vehicle Standards Agency (DVSA) when a vehicle undergoes a roadworthiness test (MOT). Members of the public can access the last recorded mileage information when viewing the vehicle history information on GOV.UK.

Advice on second hand car purchases features regularly in consumer awareness campaigns led by Trading Standards and the Citizen’s Advice Service. Consumers should call the Citizen’s Advice consumer helpline, which receives its funding from Government, for advice on fraud and to report alleged offences of misleading advertising or mis-selling.
The Citizen's Advice Service will refer clear breaches of consumer law to Trading Standards and advise on reporting suspected fraud to ‘Action Fraud’, the national fraud database led by The City of London Police. ‘Action Fraud’ has received 67 complaints of mileage fraud since 2010 and actively campaigns for more fraud cases to be reported, with viable lines of enquiry, to equip the police to convict the culprits.

I deplore the practice of mileage fraud.
Odometers do go wrong and may be replaced, so there are occasions when adjustment of the odometer is legitimate. To help, consumers mileage is recorded at every MOT test and is available on the certificate and online. Although odometer adjustment is not currently unlawful, the misrepresentation of true mileage to a potential purchaser is illegal under consumer protection legislation.

Mileage fraud is an offence and is dealt with by local Trading Standards enforcement. Government requires the vehicle mileage to be recorded on the MOT form. This allows consumers to check previous mileages for a vehicle on line at the GOV.UK website.

Mileage information can be declared voluntarily to the Driver and Vehicle Licensing Agency (DVLA). Consideration has been given to making it mandatory for mileage information to be supplied when a vehicle is licensed or when there is a change of keeper. As the DVLA cannot verify the accuracy of any mileage data provided at these stages, there are no plans to make the requirement mandatory as part of the process of collecting vehicle excise duty.
Mileage information is collected however when a vehicle undergoes a Driver and Vehicle Standards Agency (DVSA) roadworthiness test (MOT), when testers have the opportunity to record the mileage shown on the odometer.
