Mr. Richards: To ask the President of the Board of Trade if he will make a statement on the British Bankers Association proposal to produce a binding code of practice in respect of holders of floating charges giving notice to companies of their intention to appoint an administrative receiver. [21261] Mr. John M. Taylor: The British Bankers' Association--BBA--has today launched a statement of principles entitled, "Banks and Businesses: Working Together". I, along with my hon. Friends the Minister for Small Firms and the Economic Secretary, believe that this is a positive step in the direction of better communications between bankers and their business customers. As such we believe it should be of major benefit to both small to medium enterprise--SME--companies and other businesses. The primary aim of the statement of principles is to bring about increased and improved communications in bank-customer relationships, particularly where financial difficulties are encountered. The banks will aim to provide businesses with early warning of any concerns they may have together with a reminder of the benefits of taking appropriate advice. By addressing problems at an early stage the statement of principles will underpin the banks' stated commitment to support sustainable rescues. It will also give business access to banks' complaints procedures and, where applicable, the banking ombudsman. For these reasons the statement of principles has potential additional benefits which would not be delivered by the five days notice proposal. At present 90 per cent. of the SME market will be covered by it. All the major clearing banks have agreed to be bound by the statement of principles but some of the smaller banks have yet to sign up. I strongly encourage them to do so without delay. The Government welcome the statement of principles and the issue of whether legislation is still needed will be reviewed in the light of whether it is delivering the expected benefits to business.

Mr. Richards: To ask the Minister of Agriculture, Fisheries and Food what are the results of the new annual survey of tenanted land; and if he will make a statement. [20100] Mr. Douglas Hogg: The results of the annual survey of tenanted land were published today. I have placed in the Library of the House copies of a departmental statistical notice which gives a summary of the results of this survey. The first annual survey of tenanted land was carried out in October 1996 and replaces the previous rent enquiry. The new survey seeks details on rental agreements and on rents from a random sample of farmers who have rented agricultural land. The survey indicates that in October 1996 the average rent paid for agricultural land in England was £116.99 per hectare. A total of 559 from business tenancy agreements were recorded int he survey. That figure represents over 11 per cent. of all types of agreement. And in terms of the amount of let farmland recorded, farm business tenancies account for more than seven per cent. of the agricultural rented area. Although the Agricultural Tenancies Act came into operation on 1 September 1995, that is only a short time ago in farming terms. I am greatly encouraged by the interest shown in the new farm business tenancies. The survey results provide statistics on a wide range of types of agreement, and illustrate that the flexibility available under the new legislation is already being used by the tenanted sector. Over seven per cent. of FBT agreements in the survey sample were for five years duration or more, and a number of landlords had sufficient confidence to offer lettings for 25 years or more. The new survey will be conducted each autumn, and, as well as collecting data on agricultural rents, makes good the Government's commitment, given during the passage of the Agricultural Tenancies Bill, to monitor uptake of farm business tenancies. In addition, an independent policy evaluation of the effect of the new legislation has been commissioned, and I intend to publish the results of that study later in the year.

[17874] Mr. Oppenheim: [holding answer 27 February 1997]: Because the data used to determine the United Kingdom's own resources contributions are collated for the UK as a whole, it would be possible to estimate only disaggregated net transfers of European funds to Wales at disproportionate cost. Furthermore, receipts from the Community which benefit Wales, but which do not pass through the Welsh Office, are not collected by the Government on a territorial basis, so that the total of Community receipts benefiting Wales is also not readily available. The NES figures have been adjusted by taking the ratio of the NES increase from April to April and the average earnings index April to April increases and multiplying this by the AEI increases from April to September. The headline AEI whole economy figure is used. 3. The gross expenditure is estimated by calculating the percentage increase in standard basic RP and then applying this percentage increase to the actual total expenditure on RP in Wales. 4. The net expenditure takes account of income related benefits that would otherwise have been paid. The offset ratios have been calculated using the policy simulation model which is based on information from the family expenditure survey. For 1992-93, the 1993-94 offset ratio has been applied.
