Energy: Carbon Reduction Commitment

Question: To ask Her Majesty’s Government, further to the Written Answer by Lord Marland on 8 December (WA 55), in light of the fact that Northern Ireland government departments will participate fully in the carbon reduction commitment (CRC), whether they will allow tenants of private landlords to participate in the CRC scheme; whether a Northern Ireland government department which leases an office from a private landlord will be exempt from the CRC scheme; and whether they will be permitted to be included in the scheme to show public leadership.

Answer: We are proposing to only disapply the landlord/tenant rule in the specific respect of supplies made from one Northern Ireland government department to another. Where a Northern Ireland government department leases an office from a private landlord, who supplies its tenants with the energy, then that private landlord will still be responsible for the energy under the CRC energy efficiency scheme.
