Identity Cards Bill
Or their gender, indeed. I do not know whether that is an expression of ambition. Now I am shocking the Home Secretary. Who will pay for the means testing? Who will carry it out—means testing, that is, not gender change? What will it cost? All those questions remain unanswered.
