Identity Cards Bill
Does the hon. Gentleman share my concern about the impact of clause 6? If someone cut their finger and did not tell the Government they would be liable to a civil penalty of £1,000. Indeed, a stealth tax on shaving would be imposed on hon. Members who shaved off their beards, as they would have to pay a fine of £1,000 if they did not tell the Government.
