Electoral Administration Bill
The hon. Gentleman spoke of the need to strike a balance, and of the significant fall in registration in Northern Ireland. Does he accept that we should conduct pilots to establish just how that balance should operate? Does he also accept that before introducing individual registration, we should try to boost the overall level of registration?
