Electoral Administration Bill

Does my hon. Friend agree that one way of finding out whether the level of registration is low is by canvassing during the election period? Therefore, the closer to the election that one can register, the better. It is amazing that this measure should not apply to Northern Ireland. It seems bizarre that it should apply elsewhere, but not to the Province.
