My Lords, according to the brief, if Amendment No. 19 is agreed to, we cannot call Amendments Nos. 20 or 21 because of pre-emption. I think that is the correct procedure at this point, in which case we shall not move them. [Amendment No. 20 not moved.] [Amendment No. 21 not moved.]
