Proceeding contribution from Lord Livsey of Talgarth (Liberal Democrat) in the House of Lords on Monday, 28 November 2005. It occurred during Debate on bill on Commons Bill [HL].
Commons Bill [HL]
My Lords, it would seem that majority support among the councillors would reflect the democratic decision. Rather than the word ““substantial”” it seems to us that this amendment is eliciting a principle which ought to be pursued. It will be interesting to hear the Minister’s response.
