My Lords, further to the noble Baroness’s important point about funding, I suspect that in most cases the formation of a commons association will be for the purpose of entering into an agri-environment scheme. That being the case, presumably the payment for the formation of a commons association to take part in that agri-environment scheme may be part of the funding of that scheme. Can the Minister confirm that?
