Terrorism (Foreign Policy Aspects)
: I am grateful to the Minister for his response. While one appreciates the importance of contingency planning after the event, would the Minister not agree that the central requirement is to prevent the horrendous event from happening in the first place? Can the Minister give us any assurance that the Government will give a higher priority to the pre-emption and prior detection of one of those appalling weapons of mass destruction being constructed in this country or being brought in from overseas?
