In these amendments, there are a number of matters that ought to go on to the face of the Bill or in one case be removed from the face of the Bill: Amendment No. 98 specifically allows the regulator to hear complaints and should not be on the face of the Bill. Equally, given that at least one provision for an appeal is on the face of the Bill, the right of appeal against findings of professional misconduct and other appeals ought to be on the face of the Bill. The Minister suggested that they might well be. As to the other matters relating to warrants and so on, I shall need to look at the amendments to see whether they are satisfactory. It would help me to decide whether it is necessary to table amendments if I am able to see a draft of the regulations. I do not know whether that will be possible. If it is not, that again might be something that influences my decision on whether to retable some of these amendments on Report. I am at least modestly hopeful that we shall make progress on this matter, partially if not wholly, before we reach that stage. I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
