Proceeding contribution from Lord Davies of Oldham (Labour) in the House of Lords on Tuesday, 31 January 2006. It occurred during Debate on bill and Committee proceeding on London Olympic Games and Paralympic Games Bill.
London Olympic Games and Paralympic Games Bill
We are talking about his attendance at the Olympic board, which is chaired by the Secretary of State. This individual is chair of a non-governmental public body. Of course he is responsible for the discharge of his functions to the Secretary of State and, wider, to Parliament, as I have indicated. But he is not an equal voting member on the board because of that relationship. He is answerable to the Olympic board and we see that as clear lines of responsibility and answerability, not executive responsibility. The chair, in his report, will be a crucial part of every meeting of the Olympic board, but he certainly does not need to be a member and we do not think it is right that he should be.
