moved Amendment No. 12:"Page 35, line 14, leave out ““may”” and insert ““shall””" The noble Lord said: This is a small point that I have argued for on a number of occasions with the Government and officials, regarding whether ““shall”” should be used as opposed to ““may””. But this case is clearer than most. This event will not take place if the Government do not do what they say they will do. The words ““may fund”” are almost misleading—the correct terminology is surely ““shall fund””. I beg to move.
