Proceeding contribution from Lord Phillips of Sudbury (Liberal Democrat) in the House of Lords on Monday, 13 March 2006. It occurred during Committee of the Whole House (HL) and Debate on bill on National Lottery Bill.
National Lottery Bill

I cannot resist pointing out that this Government are saying that they cannot find legislative words for the concept of additionality when we have been arguing for months about glorification, which I should have thought was an infinitely more rubbery concept. What about subsidiarity? That is at the heart of EU legislation.
