Latin America
My Lords, I have only a minute or two in which to reply, so let me first thank all noble Lords who have spoken, particularly for their very kind remarks about me personally, but also for the extraordinarily wide range of this debate. It is quite clear that we have covered not just the whole continent but also a vast number of the individual countries. From what the noble Baroness, Lady Rawlings, said, it would clearly be a good idea to have some more debates, but perhaps we should narrow the focus for the next one. She and, indeed, all noble Lords can rest assured that while there is breath in my body I shall be pursuing this cause. In particular, I should like to thank the noble Lord, Lord Triesman, for his comprehensive comments. I am sorry that he did not like the idea of a powerful Foreign Office because I think that that would be beneficial, but I have no doubt that I shall pursue the matter. I look forward to further encounters on this idea because we will come back to this issue. The noble Lord, Lord Triesman, should and, I hope, will be promoted, because we need him. We need his ideas and we need the Foreign Office, so let us go forward in the hope that great things will happen. I beg leave to withdraw the Motion for Papers.
