Health Bill
Curiously, a pedal vehicle is, by definition, a vehicle. The clause talks about ““every kind of vehicle””. It may be that smoking while riding a cycle is a health hazard to that cyclist, as it may impair their control of the bicycle, but it would certainly not be a health hazard to anyone else. Will the Minister comment on that point?
