These things are always a matter of judgment. I accept that in this case it may be a matter of fine judgment. I recognise that the Delegated Powers and Regulatory Reform Committee did not recommend the change that I have proposed in Amendment No. 104; nevertheless, I thought it was worth airing what I feel are important points. I would not have thought that the detail of a set of regulations was necessarily a showstopper in terms of the argument as to whether they should be affirmative or negative, but I shall take away what the Minister said and give it some thought. As regards the drafting points that I raised, I am extremely grateful for the Minister’s undertaking to look again at the wording. If he comes back and tells me that the wording is alright as it is, I shall of course accept that. I can ask for no more than the undertaking he has given.
