Animal Welfare Bill

I have learnt one thing in your Lordships’ House; that is, never to answer technical questions about where a law will and will not apply. I will most certainly write to the noble Baroness about it. I am advised that there are no grandfather rights. The duty of care will take immediate effect. The noble Baroness may be satisfied by that proper legal advice. I was not aware that the term is ““grandfather rights””.
