Can I add to what my noble friend said? The difficulty that we have, as referred to by the noble Baroness, Lady Miller of Chilthorne Domer, is that the court case is outstanding. The difficulty is in the use of the word ““commercial””. If that court case is upheld, even the hobby fairs will have to open to the public, and the general public in paying a fee to come in make it a commercial fair. That is the point that I am trying to get at; my noble friend has done so very well. I thought that I would add a little further. First, it is the court case, and, secondly, it is the use of the word ““commercial””, even defined in the great clarity that the Minister gave.
