Prevention and Suppression of Terrorism
I think that the hon. Gentleman made a Freudian slip initially—I am certainly not grateful for that intervention. I have just said that these are very serious matters, and proscription of organisations is very serious. I have not come here to speculate about whether any proscription order will come. On 5 August last year, the Prime Minister clearly mentioned three such organisations. I have come to the House with an order proscribing two of those. I have made it clear that the Government still have serious concerns about Hizb ut-Tahrir, but that is not to speculate about whether a proscription is forthcoming. Given the nature of the measures, which are not taken lightly, I implore the House to concentrate on those that the Government feel confident enough to bring forward, rather than to dwell on—with no pun intended—the ifs and buts of other organisations that may be under review and may form the basis of subsequent proscription orders. Given the broadly generous way in which the House has received the proscription of those four organisations, I will quit while I am ahead, and commend the order to the House. Question put and agreed to. Resolved,"That the draft Terrorism Act 2000 (Proscribed Organisations) (Amendment) Order 2006, which was laid before this House on 17th July, be approved."
