Proceeding contribution from Earl Attlee (Conservative) in the House of Lords on Monday, 24 July 2006. It occurred during Committee of the Whole House (HL) and Debate on bill on Armed Forces Bill.
Armed Forces Bill
I am grateful for the Minister’s response. My only difficulty, which I will have to think about carefully, is that Clause 4 says ““without lawful excuse””, but surely, if you are using the equipment for your own purposes, that would just be a reasonable excuse. I will have to look carefully at his response to my amendment about ““reasonable”” and ““lawful””. I beg leave to withdraw my amendment. Amendment, by leave, withdrawn. [Amendments Nos. 16 and 17 not moved.] Clause 4 agreed to. [Amendment No. 18 not moved.] Clause 5 agreed to.
