That was not my understanding of what the Minister indicated at Second Reading, and perhaps between now and Report we can look again at what was said on that occasion. If I have misunderstood it, then plainly what I said in my first intervention needs to be revised. The noble and learned Lord the Attorney-General raises an important point. This afternoon we have heard consistently from the Government that the whole purpose of the Bill is to provide a completely comprehensive system for the Armed Forces.
