Road Safety Bill [Lords]
Before the Minister finishes his speech, will he deal specifically with my point? If clause 16 were deleted from the Bill, would he need any further authority from the House if the European Commission decided to implement the measure in future? If he would require further authority, why does he not leave clause 16, which relates only to making regulations, in the Bill? There would be no time limit if he were to resist Lords amendments Nos. 5A and 5B.
