Road Safety Bill [Lords]

I do not think that those countries intend to try to delay the measure. I am not sure that many of them are seized of the need to accelerate the process, either, but I assure my hon. Friend that I will do what I can with my Transport colleagues throughout Europe to make the case for picking up the pace. We have another matter to consider today, so it would be a shame if we wasted time on a Division, although that is in the hands of the Opposition. I hope that I have given the House the assurance that, according to all the lawyers I have consulted, the legal position is absolutely clear. I have done my best to ensure that there are no mistakes in that. The best way forward is to use the existing legal process, and I assure the House that I will do everything in my power to get retro-reflective tape mandated as soon as possible. I hope that the House will support the Government’s position. Question put, That this House insists on Commons amendment No. 5, to which the Lords have disagreed, and disagrees to amendments Nos. 5A and 5B proposed by the Lords.
