My Lords, the Minister gave a masterful defence. Because the Government do not want to do something, he and his officials have done a wonderful trawl of 150 reasons why it should not happen. I am sure that those reasons are all true, and I commend him for the detail that he went into, but I think it is very sad. But there we are—he may be right. I hope that out of this will come more pressure to stick this tape on vehicles on a voluntary basis. The Minister omitted one of the offences that could occur—death by careless driving, which we shall discuss shortly. Finally, I congratulate him on pronouncing the word ““conspicuity”” three times without fluffing it, which is a real challenge.
