I thank the noble Baronesses for their support on this. I thank the Minister for his reply. I am not at all surprised by it. I still think this is an area where colleges are out of step with everyone else, and we would like to see this provision in the Bill. I hear what he has to say about the Bureaucracy Reduction Group; I just hope that one day it is not completely reduced itself. I may well come back with this, but for now, I beg leave to withdraw the amendment. Amendment, by leave, withdrawn. Clause 19 [Power to award foundation degrees]:
