I thank the Minister and now fully understand why the Government have included this in the Bill. I am also grateful for his reassurance that this is not a precursor of compulsory levies. The move from one to three years will be most welcome, not least by those of us who meet in this Room every year to discuss the levies. For that, I am most grateful. Clause 23 agreed to.
