Planning-gain Supplement (Preparations) Bill

I am surprised by the hon. Gentleman, who is generally well informed on such issues. The simple answer to his question is devolution. As he will know, as part of the devolution settlement, planning functions and the operation of planning legislation is a matter for Scotland, the Scottish Executive and the Scottish Parliament.
