The hon. Gentleman shakes his head, but the Conservatives are committed to a programme of cuts in Labour’s investment plans. When the hon. Gentleman referred to The Western Mail, I thought he would tell me that the Welsh Conservatives are changing their policy in favour of proportional representation in local government, as they are now proposing. I do not know whether the hon. Member for Chesham and Amersham (Mrs. Gillan) agrees with the Welsh Conservative leader, Nick Bourne, who advocates that policy. It is an interesting part of their preparation for coalition, as the Liberal Democrats and Plaid Cymru already favour that policy.
